Sheff Wed Faces Serious Challenges, States Football Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's current difficulties are seen as a "serious issue" and the independent regulator is aiming to acquire authority to look into club affairs in such situations, the recently named head the official has declared.

Through a comprehensive talk, Kogan, who was appointed on Monday, expressed "sympathy" towards the club's followers.

Kogan met with four supporter groups connected to the South Yorkshire club in recent days.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on several different times, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a significant problem for football," Kogan told.

"Wednesday stands as one of the great brands for football in England and this week we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have the club and similar situations brought to our attention if they need to be investigated and dealt with."

Monetary Issues and Proprietorship Status

The team's struggling chairman Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in spring months caused limitations by the football authorities in mid-year, blocking the team from conducting any recruitment activities for the subsequent signing windows, although the ban was rescinded in late summer.

Regulator's Perspective

The chairman stated: "The position was created for the supporters of Wednesday, Bury or any football club where people are committed to a regional establishment that has represented their community in numerous instances.

"I fully appreciate the team's plight, as I do for each organization that since 1992 have gone to the wall, or approached financial ruin, for factors unrelated to the supporters."

Inquired if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an individual club, an individual owner, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the proprietor's dealing with," the regulator explained.

"But the truth is, when you review the record of football, over the last 20 or 30 years there have been some owners, a small minority, but some who have been irresponsible in the way which they've been managing their teams and eventually don't wish to take responsibility for the future."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with representatives from 110 clubs to lay out the remit of the oversight body this week and stated it constituted a "forward-thinking discussion" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the football community fails, the extraordinary progress that's been made might evaporate swiftly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we need to continue the progress.

"Considerable investment entering the sport and has been channeled for the last 20 or 25 years, because there are no assurances it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the immediate future."

Top Flight Apprehensions

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I completely endorse the achievement and development as an economic entity of the top division.

"As someone who appreciates the worry about compromising the top flight as an elite competition of England. But simultaneously, if you consult with top flight officials after this week's discussion, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a significant confidence."

Partisan Associations

The chairman continues to confront a "full inquiry" by the public appointments commissioner after he disclosed making donations to the opposition group in recent years.

The 68-year-old provided financial support for Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my past party membership [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any form of political activity."
